I actually like this explanation of what off-budget means in government. (see here) Do you like cupcakes? Note how the off-budget accounting is very similar to cheating.
It kinda seems like the government is lying to itself along the way, just like we do with dieting. The government rationalizes the spending and then decides to just ignore it, but it comes back to haunt them with they "step on the scale." I agree that it is very similar to cheating.
It seems like it's cheating but is it cheating if you always get caught. There's no way to hide at the end of the pay period if one "gained weight" so it might be cheating but know that it will catch up with them at the end. I don't like the idea of eating cupcakes because it's only hurting yourself and encouraging a predicament in the end.
